| The Bank shall establish a place of business in each member state. | ||
| One of these offices shall be elected as the primary headquarters of the Bank and shall remain the primary headquarters for the same term as the Board of Governors being six (6) years, thereafter a new primary headquarters being selected from the other locations. | ||
| No member state shall be selected as the headquarters of the Bank until a minimum of six (6) terms have passed. | ||
